President

Mr. Andre F. Brown, Sr.

Andre is a graduate of Baltimore City College.  He has a B.S. in Accounting from the University of Baltimore, and a MAS in Information Systems Technology from Johns Hopkins University. He holds certificates in Executive Development from The JFK School of Government at Harvard University, and the Federal Executive Institute.

 

Andre is a US Army Veteran.  He was also an Adjunct Professor at Anne Arundel Community College where he taught Information Systems Design and Development.

 

He is retired from the federal government after 41 years, where he was a member of the Senior Executive Service.  During his career at the Social Security Administration, he was responsible for the design and development of several critical systems. His assignments included working on  the Vice Presidents team for reinventing government.  As a Senior Executive, he was responsible production operations of SSA's National Data Center. 

 

Andre also serves as a Director on the Board of Directors for Securityplus Federal Credit Union where he has held positions as the Chair, Vice Chair, and Board Secretary.

Vice President

Mr. Donald E. Debnam

A proud graduate of Baltimore City College, Donald obtained a Bachelor of Arts in Economics from the University of Maryland Baltimore County (UMBC) and a Master of Business Administration in Finance from Morgan State University.

He worked 10 years at the former Maryland National Bank, followed by 10 years as a Business Development Director with the Baltimore Development Corporation.  Worked for the State of Maryland as a Business Development Officer at the Department of Business and Economic Development and later as the Director of Single Family Programs at the Department of Housing and Community Development. Donald retired from State service as a Commercial Assessor of Industrial and Commercial Property.

Donald owned and operated a Kumon Math and Reading Tutorial franchise for over ten years. He served as Board Chairman for the Park West Medical Center in Baltimore for two terms and served as Board Chairperson for the Sankofa Community Development Corporation. 

Mr. Debnam is an active member of the Alpha Phi Alpha Fraternity Incorporated and a member of New Psalmist Baptist Church.

Treasurer

Mr. Damon Gasque

Damon Gasque, CPA, CGMA (Certified Global Management Accountant) is a seasoned Insurance Executive with 40 years in the Insurance Industry. Damon is a product of the Baltimore Public Schools and is a graduate of the Baltimore Polytechnic Institute. Damon holds a B.S degree in Business Administration (Accounting) from the University of Baltimore.  He served as a mentor for many years in the Academy of Finance Program for the Baltimore City Public Schools.

Damon’s many community activities include appointment in 1997 to the prestigious University of Baltimore Foundation Board where he currently serves on the Audit, Budget & amp; Finance Committee. For the years 2002-2004, Damon served as Chairman of the Foundation Board and a member of its Executive Committee. Damon has also served on the Board of Directors of the Financial Executive Institute where he was the past Membership Chairman and Chairman of the Career Services Committee and is a 25 year member of the organization.

He is a faithful Officer of the New Psalmist Baptist Church where Dr. Walter Thomas Sr. is Pastor.

Secretary

Mrs. Dorothy Reed

Dorothy is a graduate of the Baltimore Polytechnic Institute. She earned a Bachelor of Science Degree in Information Systems Management and a Certificate in Operations Research from the University of Maryland Baltimore County (UMBC) as well a Master of Science Degree in Business from the Johns Hopkins University.

 

Dorothy began her career in 1987 as an Operations Management Trainee for Equitable Bank. In 1991, Dorothy joined Provident Bank as the Time Deposits and Call Center Manager. When she left Provident Bank in 2009, Dorothy was the Senior Vice President of Deposits Operations.

 

After a 22 year banking career, Dorothy joined the Baltimore City Department of Finance as the Customer Service Manager for the Bureau of Revenue Collections in December 2009. As the Customer Service Manager, Dorothy manages the Call Center, Billing, Cash and Remittance Processing, Refunds and Adjustments and
the Miscellaneous Tax and Business Licensing areas.

 

Dorothy is the Chair of the Board of Director for the Baltimore Healthy Start, Secretary for the Walter Scott Thomas (WST) Scholarship Fund, Treasurer of Baltimore Polytechnic Institute Class of 1981, Chair of the Urban Financial Service Coalition Scholarship Competition and a member of Delta Sigma Theta Sorority and New Psalmist Baptist Church.

Board Member

Mr. Odell Dickson

Odell Dickerson, Jr. principal of OdellExec Enterprises, is one of the country's most sought after faith based leadership  consultant and key note speaker in the fields of faith-based management and motivation.  Currently serving as the Chief Operating Officer for the New Psalmist Baptist Church under the leadership of  Bishop Walter S. Thomas Sr. in Baltimore, Maryland.  During his tenure at New Psalmist Baptist Church, Odell has acquired expertise in the fields of church administration, project management and lay-leadership management.  

Odell provided leadership in the building of New Psalmist Baptist Church, "Holy City of Zion," a 50 million dollar worship center construction project and leading the New Psalmist "Stretch" fundraising campaign which (during a recession), raised over  six million dollars within three years.  Shortly thereafter, Odell led the New Psalmist Baptist Church"Taking Charge," fundraising campaign which resulted in New Psalmist Baptist Church raising over $3.5 million dollars above tithes and offerings.  Odell is also responsible for managing  the day to day operations of a 7,000 member congregation and  more than 50 employees.

 

Odell is a graduate of Mergenthaler Vocational Technical High School.  He has an A.A. Degree from Catonsville Community College, a B.S. Degree from University of Baltimore, and a Masters of Business Administration from the University of Phoenix.

Board Member

Rev. Alfred Bailey

Rev. Dr. Alfred John Bailey II serves as the Minister of Mission and Outreach for the New Psalmist Baptist Church in Baltimore, Maryland.  He has served as the missions liaison to numerous missionary trips both foreign and domestic.  He spearheads the church’s partnerships with numerous local business; e.g., Under Armour, Baltimore Gas and Electric, Baltimore City and County Schools, and The United Way. 

 

He served on the International Alliance of Religions and Conservation with projects in over 50 countries around the world.  He was also instrumental in the production of the "Putting Clean Hands Together" publication.

Rev. Bailey earned a Bachelor of Arts degree in the area of Political Science from Morgan State University, in Baltimore, Maryland, a Master of Divinity from Howard University, in Washington, D.C., and a Doctor of Ministry Degree in Global Leadership, from the Samuel Dewitt Proctor School of Theology at Virginia Union University in Richmond, Virginia.  He also serves as the Executive Director for the Transforming Lives Community Development Corporation, and owns Transforming Leadership Consulting LLC.

He served on the Board of Directors at Mount Saint Joseph High School, in Baltimore, and is an active participant in many other community efforts regarding education, workforce development, and community improvement.
